That image was created 10 years after he was admitted to the misery of the poor house, for his alcoholism and bad public behaviour. After that living hell, I would have been thinking about Sleep,Gentle Sleep as well :(
I've always had some sympathy with Simeon. And to his credit Burne-Jones wasone of his few 'friends' that helped him in this period. But most of all, his art is rather wonderful.
